When you want to ask out of character questions, discuss plots, talk about roleplaying or simply present your character’s bio, this is the place to do so. Small OOC bits may be accepted in the roleplaying forums, but this is the place for the larger posts. Do keep the topics related to the roleplaying however, otherwise go to the General Discussion forum.
You do not need tools to create a character though I can point you to some online tools and information if you wish.
To Role Play here knowing the rules are not required, it can help but NOT required.
Yout character needs a name, race gender, class or classes. It look like you already have done that. In time your charater might want some weapons or equipment but you can base that off novels or what knowledge you already have.
Hey, don't make me bring in my first D&D character, he's a ranger lvl 35, a blade master lvl 10, a fighter lvl 10 and a paragon. Malek as a character existed before I even knew of the existence of Drizzt Do'Urden. And Malek is not a drow.

Hehe. A mixture of Drow and Human is so much cuter..^.^ Best of both worlds. I think they played That Drizzt Do'Urden out too much...but even so..I would love to see him in another book...He's the sexiest. ! lmao. Cattie bree is one of my favorites too..even though she gets hurt way to much.
Being Half Human and Half Drow, Noone in the UnderDark Expected anything from her. That of course.....was their mistake.

Of course it's a good thing. It means that I am NOT a Drizzt knockoff. Thus, I will not be sent home in a matchbox. Lest the god-character I mentioned before comes back from the dead on a mission of revenge.
