I could imagine that if you take the Lady Penitent story as is then a very high level priestess of Eilistraee could do as Kaote suggests in an attempt to try and keep her spirit alive (particularly if that person doesn't have any idea on how to bring her back or help her otherwise).

I can also see a misguided individual doing something of the sort even if she's around and active.

After all in the end everyone is different and it wouldn't do very well to try and paint all followers of Eilistraee as some homogeneous group. The world, in my opinion, is much more interesting if different individuals have different, sometimes widely conflicting, ideas about the same things. :)

Also there are those whom may like Eilistraee's Dogma but have some other personal issue that prevents them as a follower so they go someplace where she has little direct influence and uses it for themselves. Either something of a scam artist with "good intentions" that wants the prestige such a Dogma could bring without having to answer for it.

Then there are those that like the dogma, like most of the moral values but perhaps don't quite like some of the individuals they would be expected to interact with so they make some minor tweaks and run off to make their own splinter faction which results in what we were originally talking about. Another world where we have those whom follow a derivative version of Eilistraee's religion and know of her but it's a different culture than the main steam one we are familiar with.

IMO, if someoneliked Eilistraee's dogma and lifestyle, but had personal reasons that made being a follower impossible in their eyes, Eilistraee could still accept them, if they truly wanted that. She is a goddess that promotes acceptance and redemption, she is open to anyone that wishes to join her in forging her path (and when someone converts to her, she even tries to manifest herself in various ways, per Demihuman deities the manifestation happens in like 66% of the cases. So it's not like she would be indifferent to the struggle of a potential follower).

That would be akin to different interpretations of the dogma. They would still be worshipping Eilistraee in a way and following her core ideals, but their culture would be different,

Eilistraee's teachings are quite flexible, and leave freedom for personal choices (giving the drow freedom of choice is one of her points, as opposed to what lolth does). If you're a lay worshipper she doesn't ask for rigid, specific stuff* )and her followers can live as they like, as long as they respect the core ideals behind her dogma. Even their rituals are spontaneous, free form celebrations that often involve giving or receviving joy and/or opening themselves to the goddess.

*And even in the case of priestesses, their duties are those of converting drow, of being a guide for the followers of the goddes, an extension of her mothering --helping tem and teaching how to and survive and flourish in an hostile world--, of promoting kindness, harmony among races, helping the needy and so on. Those are general principles that leave a lot of room to variation (the only thing that is a bit more rigid is the request of being able to dance, sing, play and cook and to promote those skills).
