Elven bodies develope about as quickly as humans, there is no breast feeding for 20 years. It is just it takes alot longer to become an adult elf. Perhaps the best way to descpibe Elves is that the body grows guicker then the mind when compared to humans.
Many surface elves are playing child games until they are 80 of so, because in mind they are children as are theier bodies in some respects (including fertility). Surface elves in general can not give birth until age 110. Drow had different rules in 2nd in that they could give birth quicker.
However what has been consistant the bodies were near adult size (if not fully) by age 20.
